In 2024, as part of the National Adaptation Strategy, the
Government of Canada designated the Federation of Canadian
Municipalities’ Green Municipal Fund (GMF) to administer a
$530-million contribution over eight years through the Local
Leadership for Climate Adaptation (LLCA) initiative. As one of the
largest single investments in climate resilience in Canada’s history,
LLCA will support at least 1,400 projects across the country to enable
local governments to better respond to climate change.

CLIMATE-READY PLANS AND PROCESSES helps communities assess their
climate risks, develop actionable adaptation plans, and embed
resilience into critical processes like capital budgeting, asset
management and land-use planning.
ADAPTATION IN ACTION provides support for shovel-ready projects
that address urgent climate hazards such as flooding, drought and
wildfires, and encourages innovative solutions while meeting the
immediate needs of at-risk communities.
FINANCING ADAPTATION supports projects that leverage public
dollars to attract private investment. By testing new models through
which local governments can collaborate with insurers, lenders
and partners, projects can benefit from diversified capital sources,
stretching resources further and addressing climate risks at scale.
From small towns to large urban centres, LLCA equips municipalities
with the tools to reach their resilience goals, ensuring equitable solutions that strengthen communities today and proactively address future
