Rodrigue Gilbert
Rodrigue Gilbert was named the new president of the Canadian
Construction Association (CCA). Formerly the senior vice president of
public affairs and procurement practices, he succeeds Mary Van Buren. According to the CCA board, Gilbert has had a significant impact
over the last six years, including his advocacy work to raise the association’s profile
with the federal government, the relationships and trust built with local construction
associations, and his leadership in standard practices for construction.
Francis Roy
The Canadian Construction Association also announced that Francis
Roy has been appointed chair of the 2024-26 Board of Directors. Roy
succeeds outgoing chair, Brendan Nobes, who led the association for
two years, advancing strategic partnerships and national advocacy.
A 30-year veteran of the industry, Roy is president and CEO of Groupe Humaco
companies, considered a vital employer in the Quebec construction industry.
Jerome Julier
Aecon Group Inc. announced that Jerome Julier has been appointed
to the position of executive vice president and chief financial
officer. Most recently serving as managing director and Co-Head
of CIBC Capital Markets’ Global Diversified Industries investment
banking practice, Julier joins Aecon with nearly 20 years of leadership experience in
finance, strategy, and capital markets with significant focus on industrial businesses
in the construction, engineering, and transportation sectors.
Katherine Stephens, Faisal Siddiqui
AECOM announced the appointments of Katherine
Stephens as senior vice president and chief
operating officer of its Canada region, and Faisal
Siddiqui as senior director, highway engineering for
B.C. Stephens, who will be based in Toronto, joined AECOM in 2007 and has since
held a variety of leadership roles across North America. Most recently she served
as SVP and director of operations for the company’s U.S. West regional Environment
business line. Siddiqui will be responsible for leading the local highway engineering
team including structural and bridge engineering, road safety and traffic
engineering, intelligent transportation systems, geomatics and surveys, as well
as highway construction management and contract administration. He spent 17
years with the B.C. Ministry of Transportation and Infrastructure where he led the
development of the multi-year Trans-Canada Highway four-lane program between
Kamloops and the Alberta border.
Karen Freund, Pierre Lacombe
CIMA announced the appointments of Karen
Freund to the position of regional executive vice
president, Ontario, and Pierre Lacombe, engineer,
M.Sc., MBA, as senior vice president, Strategic
Development. Over the past decade, Freund has held several vice presidency
roles, allowing her to establish an in-depth knowledge of the Ontario market.
Her previous roles in large multidisciplinary organizations have given her
extensive experience in leading and developing regional and national growth
strategies. She was also chair of ACEC-Ontario Board of Directors (2022-2023).
Prior to joining CIMA , Lacombe held the position of vice president, Strategy
and Growth, with an international consulting engineering. He is also a member
of the Board of Directors of the Club Cycliste Espoirs Premier Tech.
Jane Wilson
J.L. Richards & Associates Limited (JLR) announced the
appointment of Jane Wilson, M.Sc., P.Eng., to Municipal
Infrastructure & Planning Market Chief. She will be focused on
enhancing the firm’s services and building strong relationships
both within the firm and externally, to lead the expansion of JLR’s client base in
Ontario. Wilson recently received the Customer Service Award on behalf of JLR
at the recent Guelph Chamber of Commerce Awards of Excellence.
Arsalan Zargar
Infrastructure Ontario announced the promotion of Arsalan
Zargar to the position of executive vice president, Project
Delivery. He spent the past four year as senior vice president,
Rail Delivery, where he demonstrated exceptional leadership,
gained extensive experience and formed strong partnerships with internal and
external stakeholders.
Sharon Sebastian
GHD Advisory announced Sharon Sebastian as its new global
technical services leader, bridging the gap between GHD
Advisory and Technical Services. In her most recent role as the
APAC service line leader for Engagement and Communication,
Sebastian led technical communities, supported technology adoption,
facilitated resource access, capability building and encouraged internal
knowledge sharing and externally through thought leadership initiatives.
Serge Lefebvre
Thomas Grell
Graham announced the appointment of Thomas Grell as executive
vice president, Services. He brings nearly three decades of progressive
leadership experience and a proven track record of success across
diverse industries. Prior to joining Graham, he held key leadership
positions with ABB and AMEC/Wood plc, where he led billion-dollar businesses across
multiple market sectors in the Americas. His expertise in driving high-performing teams
and fostering innovation aligns with Graham’s commitment to excellence and growth.
Bitume Québec elected Serge Lefebvre as its new president
for a two-year term. He succeeds Tytus Zurawski, who served as
chairman for two-and-a-half years. Lefebvre and his colleagues
on the executive committee and board of directors intend to
defend the major issues facing membership, including asset maintenance, the
PAVL (Programme d’aide à la voirie locale), the TRCQ (Taxe sur l’essence et de
la contribution du Québec) program, and major infrastructure projects.
Kelly Henderson
Jean-Marie Aubé
Arup announced the appointment of Jean-Marie Aubé as the new
Healthcare Business Leader for Canada. Based in Montreal, he will focus on generating new opportunities in the healthcare sector across
Canada. With over 40 years of experience in MEP engineering and
project management, Aubé specializes in institutional projects ranging from hospital
and healthcare facilities, and higher educational centres. Aubé joins Arup from GHD,
where he was technical director of the Eastern Canada engineering design centre.

Consulting engineering firm HH Angus has promoted Kelly
Henderson to an expanded role as associate director of
its Connect division. Henderson studied civil engineering
at the University of Waterloo before working at St. Michal’s
Hospital, Stantec, ThoughtWire and Michael Garron Hospital. She joined HH
Angus in 2021 as digital strategy lead and progressed to senior manager
the following year. Along the way, she managed Angus Connect projects for
the Northern Alberta Institute of Technology (NAIT), The Ottawa Hospital and
Niagara Health.
