Charl van Niekerk
Charl van Niekerk has been appointed Chief Capital Officer (GO & UP)
with Metrolinx, where he will lead the portion of the Metrolinx Capital
Projects Group responsible for transforming the regional passenger
railway network. Originally from South Africa with a background in civil
engineering and business administration, van Niekerk moved to Canada in 2014 to
join Infrastructure Ontario, where he led the highway and transit project portfolio.
He left IO in 2023 to lead the delivery of the Gordie Howe International Bridge as
Windsor Detroit Bridge Authority CEO.
Cam Green
Norland announced the appointment of Cam Green as Chief
Operating Officer. Green brings over 30 years of experience in the
construction industry with a track record of leading operational and
business units in complex project environments. Previously, he served
as Senior Vice President, Infrastructure at Norland and as Vice President at Aecon
Major Projects West.
Kevin Sullivan
Waterfront Toronto announced that the Government of Canada, the Government of Ontario and the City of Toronto have jointly appointed Kevin
Sullivan as the tri-government Chair of the Waterfront Toronto Board of
Directors. With this appointment by governments, he becomes the third
Chair jointly appointed by all three governments since Waterfront Toronto’s formation.
Sullivan is the President of KMS Capital Ltd., a Toronto-based advisory firm.
Darcy Chattell
McElhanney announce the appointment of Darcy Chattell, CPHR,
MBA, ACC, as Vice President, People & Culture. Chattell brings over
20 years of strategic human resources leadership experience, with
a background in the infrastructure industry. He has led people
programs, championed organizational transformation, and partnered with executive
teams to deliver measurable results.
Marisa Espinosa
AECOM announced the appointment of Marisa Espinosa as its new
Bus Rapid Transit (BRT) Director, based in Western Canada. Espinosa
brings over 20 years of experience leading strategic planning and
multi-modal transportation projects in Vancouver and the San Francisco Bay Area. Most recently, she served as Director of Major Studies for TransLink
Planning and Policy.
Karen Cvornyek
Arcadis announced the appointment of Karen Cvornyek, a globally
distinguished commercial and institutional architect, as Canada East
Business Unit Director within its Architecture and Urbanism practice.
Cvornyek’s portfolio spans mixed-use, hospitality, retail, residential,
education, and healthcare projects for both public and private clients. Prior to joining
Arcadis, she worked at KPMB, Global Affairs Canada, and KiiA Architecture, where she
led projects in Canada and across the globe. In 2002, Cvornyek joined B+H Architects
as the firm’s first female Partner, before becoming the president for the firm’s growing
Asia practice in 2008.

Jody Becker, Angela Tancock
Infrastructure Ontario announced the appointments of Jody Becker as Chief Capital Officer,
and Angela Tancock as Chief Administrative
Officer. Becker who will oversee Project Delivery
and Commercial Advisory business lines brings more than 25 years’ leadership
experience in infrastructure operations, strategy, governance and project delivery.
Most recently, she served as Chief Strategy Officer at the Greater Toronto Airports
Authority. Tancock has more than 20 years’ experience leading large-scale
organizational transformation and joins IO from Norton Rose Fulbright, where she
served as Chief Operating Officer.
Peter Kinkartz
Fengate Asset Management announce the appointment of Peter
Kinkartz to Managing Director, Infrastructure. With more than 30
years of global experience, Kinkartz will drive Fengate Infrastructure’s
long-term growth strategy and accelerate capital deployment. Prior
to joining Fengate, Kinkartz held positions at several leading international financial
institutions, including most recently as Managing Director & Co-Head, Infrastructure
& Project Finance at Scotiabank Global Banking and Markets in Toronto.
Rory Martin, Robert Langlois
J.L. Richards & Associates Limited (JLR) announced the appointment of Rory Martin, P.Eng.,
PMP., ing., APEGA, and EGBC as the new Director
of Project Delivery, and the promotion of Robert
Langlois, P.Eng., to a newly created role as Director of Project Risk. Martin
brings extensive expertise in managing complex, multi-disciplinary projects,
with a particular strength in alternative delivery methods. His career spans from
communication and media relations to senior project management. Langlois has
more than 24 years of experience in civil engineering and project management
and has worked for Kiewit and R.V. Anderson Associates. He joined JLR in 2019
as a senior civil engineer and subsequently rose to associate, senior associate
and manager of civil, environmental and planning for Sudbury.
Kurt Slocombe
The Prince Rupert Port Authority (PRPA) announced Kurt
Slocombe has been appointed by the Board of Directors as
Interim President. Slocombe joined PRPA in 2019 as Vice
President, Operations, Planning and Infrastructure. He moved to
Prince Rupert in 2007 as part of the team that started operations at the then
newly converted Fairview Container Terminal. He held successive roles including
Director of Operations and Director, Gateway Operations Centre, a joint venture
between DP World and CN.

Arrowmaker, Kelsey Jacko
The First Nations Major Projects
Coalition announced the appointment of three new members to its
Board of Directors: Chief Robert Blackstock (Gitxsan Nation); Chief Doreen
Arrowmaker (Tłı ch First Nation, Gamètì); and Chief Kelsey Jacko (Cold Lake
First Nation).
