AS I’M TYPING THIS EDITORIAL, the exact date Donald Trump’s tari昀昀 threats will come into e昀昀ect is
unknown… sort of. What we do know is that they will be slapped on just about everything
Canada exports to the U.S. At 昀椀rst, they were set to be implemented February 3, then March
4, then April 2, then, who knows for sure? The deadline has become a moving goalpost.
What we know for sure is that our relationship with our biggest trading partner and
neighbour will never be the same again. There will always be trade between our two
countries, but the old system has been irrevocably altered, and we must move forward
with new plans to strengthen our economy, and infrastructure has a key role to play in that
future.
Governments must continue to invest in infrastructure that moves goods and people.
When the transcontinental railroad was built during Confederation, it helped make us one
country, in the face of threats from the U.S., who believed us weak and defenceless.
Investing in large public projects that go East-West instead of North-South would do
much to help strengthen our economy and aid us in opening new trade partnerships with
other nations.
The recently announced Toronto-Québec City high-speed rail network project is a perfect example of the type of nation-building project that should be undertaken.
The Government of Canada announced that the Cadence consortium has been selected
to design the network with Alto (formerly VIA HFR–TGF) and con昀椀rmed $3.9 billion in
funding for the 昀椀ve-year development phase.
The rail network will span approximately 1,000 kilometres and reach speeds of up to 300
km/hour, with stops in Toronto, Peterborough, Ottawa, Montréal, Laval, Trois-Rivières,
and Québec City.
According to Alto, following the 昀椀ve-year development phase, the plan is to build the network in segments, with the construction of each phase taking between 昀椀ve and seven years.
Once fully built, the project promises to reduce travel times between Toronto and
Montreal to three hours and seven minutes, down from 昀椀ve-and-a-half hours. Travel times
between Montreal and Ottawa would be cut in half to just under an hour. The Toronto-Ottawa trip would take two hours and nine minutes, down from the current four hours and
26 minutes, while the Montreal-Quebec City route would take an hour and 29 minutes,
down from three hours and 17 minutes.
At the announcement, Prime Minister Justin Trudeau said the project will boost economic growth and support the country’s steel, aluminum and copper industries at a time when
Canadian resource sectors are facing tari昀昀 threats from the United States.
“Today’s announcement will put passengers 昀椀rst. It will promote growth in regional
economies and reduce emissions at the same time. It’s a nation-building project we can all
be proud of,” added Minister of Transport and Internal Trade, Anita Anand.
Sounds like a plan.
