TWENTY YEARS doesn’t seem like a long, time, but a lot has happened since 2005. From the launch
of YouTube to the proliferation of smartphones and the rise of social media, technology has
become a part or our everyday lives. (Fun fact: a 20th anniversary is known as a bidecennial.)
What hasn’t changed is the importance of public infrastructure projects.
In that 昀椀rst issue, published in October 2005, Todd Latham, founder and president of Actual Media wrote: “Infrastructure is more than the sum of the roads, bridges and water systems
we build. Infrastructure is a vast and vital force in society that molds our economy, charts our
growth, expresses our priorities, and determines how we will live far into the future.”
That sentiment is more relevant than ever, particularly in the face of a new world
economic order brought about Donald Trump and his policy of tari昀昀s.
The concept of “nation-building” when it comes to major infrastructure projects is now
a reality with the establishment of the new Major Projects O昀케ce (MPO) by Prime Minister
Mark Carney. The MPO, to be headquartered in Calgary and will have o昀케ces in other major
Canadian cities. Its mandate is to serve as a single point of contact to get nation-building
projects built faster by streamlining and accelerating regulatory approval processes, and by
helping to structure and co-ordinate 昀椀nancing of these projects as needed.
The Prime Minister also announced the appointment of Dawn Farrell, former CEO of
Trans Mountain Corporation, as the CEO of the Major Projects O昀케ce.
“Canada has always been a nation of builders, from the St. Lawrence Seaway to Expo 67.
At this hinge moment in our history, Canada must draw on this legacy and act decisively
to transform our economy from reliance to resilience. We are moving at a speed not seen
in generations to build ports, railways, energy grids—the major projects that will unlock
Canada’s full economic potential and build Canada strong,” said Carney.
This ambitious undertaking promises to help fast-track the development of projects that
are in Canada’s national interest and to accelerate the projects by creating a single set of
conditions, reducing the approval timeline for projects to a maximum of two years. To that
end, the MPO will work with provinces and territories to achieve a “one project, one review”
approach for environmental assessments.
On paper, this initiative seems to be just what the doctor ordered when it comes to getting
important projects built quickly. But we all know that promises don’t mean much unless
they’re backed up with action. The reality of environmental regulations and the need to
consult with First Nations are not obstacles, however, but necessary steps to build projects
that bene昀椀t all Canadians.
Looking ahead to the infrastructure landscape 20 years from now, our mission will remain
the same. The last word comes from issue No. 1:
“Whether we are ahead of the curve or playing catch-up, we see ReNew Canada as a voice
for the very concept of infrastructure. This magazine is a forum for advancing fresh thinking
and best practices on the current and future course of infrastructure in Canada. It’s a bold
mission, but we are up for the challenge—as are many Canadians.”
