River Tunnel Project $4.15 billion

(formerly George Massey Tunnel Replacement)
The Ministry of Transportation and Infrastructure announced
on August 18, 2021, that a new, eight-lane immersed tube tunnel
(ITT) will replace the existing George Massey Tunnel on Highway 99, providing people a toll-free crossing that aligns with regional interests and an active transportation connection across
the Fraser River. The new tunnel is expected to open in 2030,
with the cost estimated to be $4.15 billion. In the interim, the
province is also taking action to reduce traffic congestion and
improve transit and cycling infrastructure along the Highway 99
corridor. Work on these improvements is underway, with one of
the three transit and cycling improvement projects scheduled
for completion in fall 2022 and major construction works starting on the replacement of the Steveston Interchange. In April
2022, the Design-Build contract for the Steveston Interchange
Project was awarded. Early construction followed, with major
works starting in 2023. The project is expected to be complete
in 2025. The Environmental Assessment process for the Fraser
River Tunnel Project began in 2022.

20 Surrey Langley SkyTrain Project $4.01 billion
The Surrey Langley SkyTrain Project is a 16-kilometre extension
of the Expo Line primarily along Fraser Highway from King
George Station in Surrey to 203 St. in Langley City Centre.
With an elevated guideway, eight new stations, and three new
transit exchanges, travel time between Langley City Centre and
Surrey City Centre will be 22 minutes. Advance works are well
underway, including the widening of Fraser Highway in the City
of Surrey to accommodate the future guideway, the design and

relocation of utilities (including
transmission, distribution, and
telecommunications
lines),
and the property acquisition
process. In 2022, a public
engagement process took place,
highlighting station locations,
transit-oriented development,
and active transportation plans.
In July 2022, the Province
of B.C. released an approved
business case and budget. The
multi-contract
procurement
process began in August 2022
with a Request for Qualifications (RFQ) for the guideway
contract followed by an RFQ for stations in October 2022.
The third contract for the design and installation of SkyTrain
trackwork will be issued before the end of the year, and the
Project’s Request for Proposals (RFP) process will begin in 2023.
The $4.01 billion overall cost of this project includes active
transportation elements investments, such as cycling and pedestrian paths.
