Tunnel Project
$4.15 BILLION
The Ministry of Transportation and Infrastructure announced on August 18, 2021,
that a new, eight-lane immersed tube tunnel (ITT) will replace the existing George
Massey Tunnel on Highway 99, providing people a toll-free crossing that aligns
with regional interests and an active transportation connection across the Fraser
River. On September 14, 2023, the Project received a Readiness Decision from the

Environmental Assessment Office. This moves the project into the Process Planning
phase of the EA process. In the interim, the Province is also taking action to reduce
traffic congestion and improve transit and cycling infrastructure along the Highway
99 corridor. Work on these improvements is underway, with two of the three transit
and cycling improvement projects have already been completed.

The Surrey Langley SkyTrain Project is a 16-kilometre extension of the Expo Line primarily along Fraser
Highway from King George Station in Surrey to 203
St. in Langley City Centre. With an elevated guideway,
eight new stations, and three new transit exchanges,
travel time between Langley City Centre and Surrey
City Centre will be 22 minutes. Advance works continue
including the relocation of utilities (including transmission, distribution, and telecommunications lines), and
the property acquisition process. The Surrey Langley
SkyTrain Project will be delivered through three separate contracts – one for the guideway, another for the
stations, and a third for the design and installation of
SkyTrain systems and trackwork. Contract awards are
expected in 2024 along with the start of early works
and major construction.
