Olivier Joyal
Muhammad Mudassar
Olivier Joyal has accepted the position of regional leader, Quebec,
for WSP in Canada. Joyal will work with a team of 3,000 employees in
26 offices across the province, driving collaboration between sectors
to contribute to Québec’s economic development and with innovative
solutions that will support the efforts of the Quebec government to reduce its emissions
as part of its 2030 Plan for a Green Economy. Joyal joined WSP in 2005 as an Earth
Sciences Coordinator. Since then, he has held several senior leadership positions with
the company.
EXP welcomed Muhammad Mudassar as vice president, Major Infrastructure for Central Canada. Mudassar will direct the development and
delivery of major water, wastewater and stormwater infrastructure projects
and programs. His experience spans many leadership roles at multinational consulting firms and he has steered teams of experts on large projects, including urban
water, wastewater, stormwater, tunneling and rehabilitation projects. He is a Professional
Engineer in Ontario, Alberta and British Columbia and a fellow of Engineers Canada,
Jeff Fetter, Elia Edwards
Tim Murphy
Aecon welcomed Tim Murphy to the position of executive vice
president and chief strategic affairs officer. Most recently serving as
managing partner and CEO of McMillan LLP, as well as managing
director of McMillan Vantage Public Affairs, Murphy joins Aecon with
over three decades of experience in legal and management, public service, and
private and public transactions with a focus on infrastructure, project finance and
Public-Private Partnerships.
Martino Fanfani
Associated Engineering announced Jeff Fetter, P.Eng., as
its new senior vice president, Civil Infrastructure, and Elia
Edwards, M.A.Sc., P.Eng. as vice president, Integrated Water Solutions. Fetter has almost 30 years of experience
in the consulting and construction industries delivering complex infrastructure and water
projects for large municipalities and rural communities, including the City of Edmonton. Most
recently, Edwards was the division manager, Water in the Toronto office and has been with
the company for over 27 years.
Caryn Gunter
CIMA+ announced the appointment of Martino Fanfani as
senior director, Buildings East Ontario. In this role, he will oversee
the development and execution of the firm’s strategic plan for Ottawa and Eastern Ontario. He will also lead the Buildings Energy
Efficiency initiative on a national scale.
Stephen Toth
Infrastructure BC announced Stephen Toth as vice president,
Infrastructure Construction and Delivery. He will provide leadership on
managing owner obligations of construction contracts during design
and construction for vertical infrastructure and related corporate
strategic initiatives and operations. Toth has 16 years of leadership experience
managing and leading high-performance teams and 14 years of federal public sector
experience in senior leadership roles managing and administering defence projects.
His portfolio includes overseeing major building construction projects up to $200
million using Design Bid Build, Construction Management, Design-Build, and other
alternate delivery models.
Omid Nakhaei, Julian Astbury,
Mladen Nikolic
Arup announced three new leaders in
Canada. Omid Nakhaei now leads
Arup Canada’s property, science and
industry (PS&I) market portfolio, Julian Astbury has been appointed Arup Canada’s
Architectural, Structural, Mechanical and Electrical Leader, and Mladen Nikolic serves
as Technology Business Leader for Canada. Nakhaei brins more than 20 years of experience leading and delivering major multidisciplinary projects across Canada, Europe, and
the Middle East. Astbury has more than three decades of engineering design expertise
overseeing diverse teams on large, complex multidisciplinary projects, while Nikolic adds
30-plus years of experience in design and managing complex, multi-use projects.
The Association of Consulting Engineering Companies—Canada announced
the appointment of Caryn Gunter as the new Executive Director for
ACEC—New Brunswick, ACEC—Prince Edward Island, and ACEC—Newfoundland and Labrador. Gunter is life-long resident of New Brunswick where
she completed studies in civil engineering and masters in transportation engineering
at UNB. She went on to receive her professional engineering designation and worked at
the New Brunswick Department of Transportation and Infrastructure in several different
capacities (including policy, strategic planning and project management) and was most
recently the Department’s Alignment Champion and Director of Performance Excellence.
Thomas Strong
NFP, an Aon company, announced the hiring of Thomas Strong as senior
vice president, Construction Technology and Innovation. Strong has over
two decades of experience working with construction technology, including
as cofounder and CEO of Building Transformations, a nonprofit focused on
the adoption of new technologies across the architectural, engineering and construction
industries. He also previously held the chief technology officer position at EllisDon.
Nico Malfara, Elmutaz Elrabaa
HDR promoted Nico Malfara, P.Eng., to leader of its transit practice in Canada and Elmutaz Elrabaa to health
principal for HDR’s health practice in Canada. Malfara
has more than 12 years of experience on transit projects
at various levels of development. He worked for Parsons before joining HDR, where he
has served as transportation planner, transportation engineer, transit project manager
and, most recently, transit planning section lead. Elrabaa has more than 23 years of
professional global experience focusing on large scale healthcare, institutional and civil
projects around the world.

Vito Culmone
Stantec announced the appointment of Vito Culmone as executive
vice president and chief financial officer. Culmone brings over 35
years of relevant CFO and executive financial leadership experience
across a number of industry contexts including airlines, telecommunications, fleet management, and most recently space technology. He began his career
at Price Waterhouse where he earned his designation as a Chartered Accountant.

AtkinsRéalis Group Inc. announced the appointment of
Nathalie Marcotte and Sam Shakir to its Board of
Directors. Based in Montreal, Marcotte is president of the
Global Industrial Process Automation business at Schneider
Electric SE, overseeing operations and customer relations worldwide. Between 19962014, she held several senior positions at Invensys, which was acquired by Schneider
in 2013. Based in the U.S., Shakir is the CEO of SAM Companies, a geospatial and inspection services company serving utility and infrastructure markets. Prior to joining SAM
Companies, he was president, Plant Services and Environmental Services at Westinghouse
