CANADA’S PUBLIC-PRIVATE PARTNERSHIP (P3) sector may
be approaching middle age, but the infrastructure model
continues to be relevant, according to Lisa Mitchell, president and CEO, the Canadian Council for Public-Private
Partnerships (CCPPP).
Mitchell delivered the opening keynote address—How
the Canadian P3 Sector Can Triumph in a Time of Upheaval—at the 30th annual P3 Conference in Toronto.
“Thirty years ago, a group of Canadian P3 pioneers
banded together to create this conference as a way of sharing information about the model and how it could revolutionize the way we build, operate and maintain the critical
infrastructure Canadians rely on every day,” Mitchell told
delegates. “Now, approximately 300 projects and several
evolutions later, the P3 industry in this country is at a
pivotal moment as it approaches middle age.
“I believe not only in the viability but in the superiority
of the P3 model,” Mitchell told those attending the first
in-person CCPPP conference since 2019. “And yeah, it’s
been knocked around a bit, but it hasn’t been knocked
down or knocked out.”
In addition to the 2022 National Awards for Innovation
and Excellence in Public-Private Partnerships, being handed out in person, the 2022 Champion Award was given
to Steve Nackan, executive vice president and president,
Aecon Concessions, a member of the CCPPP’s board of
directors 2013.
“Steve is a deeply respected leader in Canada’s P3 infrastructure sector and internationally. The Council has also
benefitted tremendously from his support and guidance
as a long-serving member of our board and executive
committee,” said Mark Bain, CCPPP’s outgoing chair in
presenting the award.
“The P3 model has transformed infrastructure development since its inception, and I am proud to have played
a leading role in delivering nation-building projects with
significant societal and economic benefits,” said Nackan.

THE CANADIAN WOOD COUNCIL’S Toronto Wood Solutions
Conference, an educational event and trade show for
design and construction professionals, offered a variety of
presentations, including an overview of the recent Ottawa
Mass Timber Demonstration Fire Tests, international guest
architect Robert Schmitz of White Arkitekter discussing the
Sara Cultural Centre in Skellefteå, Sweden, and the presentation of the Catherine Lalonde Memorial Scholarships.
According to Schmitz, the Centre uses 13,000 m3 of
locally sourced timber and the diverse areas of use employ
a range of innovative solutions in mass timber and steel
construction to handle spans, flexibility, acoustics, and
overall statics. The 20-storey hotel section was constructed
with premanufactured 3D cross-laminated timber (CLT)
modules stacked between two elevator cores in each
corner.
The 2022 Catherine Lalonde Memorial Scholarships
were awarded to Mahboobeh Fakhrzarei (University of Alberta), Tyler Hull (University of Waterloo), and the team of
Ryan Gillespie and George Wang (University of Toronto).
The winners demonstrated academic excellence through
research projects that will have positive impacts in the
structural wood products industry.
