Roberts Bank Terminal 2 involves the construction of a trade-enabling three-berth
marine container terminal on new federally owned land, built in subtidal waters to
minimize environmental effects. The project includes construction of new land and a
wharf that will accommodate a new marine container terminal; a widened causeway
to accommodate additional road and rail infrastructure and link existing networks
to the marine terminal; and an expanded tug basin for additional tugs. The VFPA
announced in Nov. 2025 the shortlist of three qualified construction teams as part
of its procurement process for the landmass and wharf component of the project.

Treatment Upgrades

The scope of work for the first capital project includes the design and
construction of a new headworks facility that will include a raw sewage
pump station, a micro-tunnel extension of existing interceptor sewers, a
grit removal system, a main control room, fine screens and compactors,
and a plant emergency generator facility. The second capital project
includes the design and construction of a new biosolids facility that will
address end-of-life equipment and regulatory requirements regarding
the recovery of nutrients and maximizing biosolids reuse. It will add new
facilities to treat the sludge from the City’s three sewage treatment plants
and replace end-of-life equipment. The third capital project includes the
design and construction of the nutrient removal facilities that will remove
nitrogen and phosphorus from the wastewater.

The new state-of-the-art hospital will provide increased capacity in areas such as emergency,
surgical, inpatient, ambulatory care, medical imaging, laboratory, pharmacy, and cancer care services,
to support thousands of additional patients every year. The new hospital and cancer centre will feature
168 acuity-adaptable inpatient beds, a surgical/perioperative suite with five operating rooms, four
procedure rooms, and an emergency department with 55 treatment spaces. Since breaking ground
in 2023, the project has steadily progressed through critical phases including geotechnical testing,
shoring, and excavation, with construction having reached Level 2 with concrete pillars and formwork.
The north ramp is almost complete, and work has started on the south ramp.
