Within the National Capital Region (NCR), Public Services and
Procurement Canada (PSPC) is responsible for heating 80 buildings and cooling 67 buildings. As part of PSPC’s activities, the
Energy Services Acquisition Program was established in 2009 to
explore new business models for the provision of energy services
in the NCR. The modernization project is looking for an energy
services solution for PSPC’s five central heating and cooling plants
(CHCP) and their associated distribution networks within the NCR.
In June 2019, Innovate Energy was awarded a contract that
includes $1.1 billion for the design and construction of the new
District Energy System, a system which heats and cools buildings, to be completed by 2027, and an additional $1.6 billion
to cover the cost of operation and maintenance of the system
through to 2055.
The design phase for the Modernized Gatineau Energy Centre
began in spring 2022, and construction is expected to be completed by the end of 2026. The new centre is part of the District
Energy System and when operational, will be carbon neutral and
one of the cleanest, most sustainable energy centres of this scale
in North America. By 2027, the entire District Energy System
will be modernized and converted from an energy-intensive and
high-polluting steam system to a state-of-the-art low-temperature hot-water system, reducing greenhouse gas emissions from
heating and cooling operations by an estimated 92 per cent.

Substantial Completion: 2025
The Broadway Subway Project will see the addition of six
underground stations and 5.7 kilometres of track to the
Millennium Line. The extension will run from VCC-Clark
Station to Arbutus Street; 700 metres will be elevated
guideway and the remainder will be tunneled. On opening
day, the line will have the capacity to move three times as
many people through the corridor as the existing Tunnel
boring has begun, and construction continues the elevated
guideway portion of the line as well as the underground
stations.

The Ottawa Hospital’s new campus will serve the greater Ottawa/Eastern Ontario region, Western Quebec, and Nunavut.

The new hospital will feature highly specialized inpatient,
outpatient, emergency, and trauma services, treating the most
complex adult injuries and illnesses. This world-class centre
for academic training and medical research will be networked
with partners in Ontario, across Canada, and around the world.
Construction began in fall 2022 on the parking garage that
will support the hospital. In late 2022, a RFP was issued by Infrastructure Ontario, seeking a design and development team
for the main hospital building. At the conclusion of the RFP process, the successful bidder will work in collaboration with IO,
The Ottawa Hospital and the Ministry of Health, under a Development Phase Agreement, to further define and refine project
requirements, and design, pricing and risk parameters.
