P3 2025 Conference
Political commentator David Frum took part in a fireside chat with Fasken’s Brian
C. Kelsall at P3 2025. Frum delivered a keynote on Building Resilience in an Age of
Uncertainty: Canada, the U.S., and the Infrastructure of the Future.
NFRASTRUCTURE LEADERS from across the country gathered in Toronto
at P3 2025, the Canadian Council for Public-Private Partnerships’
(CCPPP) annual conference.
During the opening day keynote, David Frum, one of North
America’s leading political commentators, o昀昀ered an informed
perspective on the shifting dynamics of global politics and what
they mean for Canada’s economic and infrastructure future.
Frum explored the latest developments in cross-border relations,
tari昀昀s, protectionist policies in the United States, and the challenges
facing international cooperation.
“We are moving towards a new kind of world,” he noted, emphasizing that “Canada needs to rethink its place in the world.”
Lisa Mitchell, president and CEO of CCPPP, sat down with Angela
Clayton, president and CEO of Infrastructure Ontario, for a discussion
on 20 years of delivery and what lies ahead.
IO’s impact is signi昀椀cant, with 144 P3 projects brought to market
worth more than $150 billion, spanning healthcare, transportation, justice, public works and education. The conversation traced IO’s evolution from early hospital builds to today’s megaprojects, new delivery
models and the integration of technology in how public infrastructure
is planned and delivered.
Looking ahead, Clayton noted that IO is entering a new phase of internal and external transformation, with a focus on building new skill
sets, exploring alternative delivery models and continuing to bring
long-term value to Ontario’s infrastructure program.
“It’s never been more important to double down on our plan to
build Ontario.”
