Going Nuclear
THE 2026 TOP100 PROJECTS REPORT saw the largest jump from year-toyear in terms of overall project value in its 20-year history—from $300 to
$343 billion—and the reason can be summed up in one word: nuclear.
A pair of nuclear energy projects in Ontario—the Pickering Nuclear
Generating Station Refurbishment and the Darlington New Nuclear Project—
totalled nearly $50 billion. Along with the Bruce Power Refurbishment and
the Darlington Nuclear Refurbishment, four of the top six spots on the 2026
Top100 Projects list are nuclear energy projects.
And that could be just the beginning. Ontario is exploring multiple new
nuclear energy generation projects to build for the future, including at OPG’s
Wesleyville site in Port Hope, which could host up to 10,000 MW of power
and conducting pre-development work with Bruce Power to site the first
large-scale nuclear build in over three decades with up to 4,800 MW of new
nuclear generation.
Nuclear projects have even gotten the attention of the federal government,
which recently announced a $2 billion investment in the first small modular
reactors (SMRs) in the G7 through the Canada Growth Fund, which will
acquire a 15 per cent minority stake in the Darlington New Nuclear Project.
The province’s Building Ontario Fund also took an ownership stake in the
project, with a $1 billion investment, representing 7.5 per cent.
Ontario Power Generation will begin the Project Execution Phase to
refurbish Pickering “B” units 5 to 8 in early 2027, with completion expected
by the mid-2030s. Once completed, Pickering will generate an increased
capacity of up to 2,200 megawatts (MW) of electricity, equivalent to powering
2.2 million homes.
Once complete, the Darlington New Nuclear Projects four SMRs will
produce 1,200 MW of electricity, enough to power 1.2 million homes. The
first SMR will cost $6.1 billion, along with costs for systems and services
common to all four SMRs of $1.6 billion. Costs are expected to decline
with each subsequent unit as efficiencies are gained, similar to the ongoing
Darlington Refurbishment Project.
