TRILLIUM HEALTH PARTNERS
REDEVELOPMENT—MISSISSAUGA HOSPITAL
2023 Top100 Projects Rank: 34 Value: $2+ billion
INFRASTRUCTURE ONTARIO (IO) and Trillium Health
Partners (THP) announced the start of the
development phase for The Peter Gilgan
Mississauga Hospital, with the signing of the
Development Phase Agreement (DPA) with
ED+PCL Healthcare Partners.
The Peter Gilgan Mississauga Hospital
project is being delivered using a progressive
public-private partnership (P3) approach,
which will see ED+PCL Healthcare Partners
work collaboratively with IO and THP under
the DPA, as well as with the Ministry of
Health. Once the Development Phase is complete, in approximately two years, it is expected that ED+PCL Healthcare Partners will
enter into a fixed-price project agreement
with THP to finalize design, build, finance
and maintain the project, and proceed into
the implementation phase for construction of
the project.
The ED+PCL Healthcare Partners consortium is comprised of: EllisDon Capital and
PCL Investments (proponent lead, developer
and financial advisor); EllisDon and PCL
Constructors Canada Inc. JV (construction
prime team member); EllisDon Facilities
Services Facilities (management prime team
member); Parkin Architects Ltd., Adamson
Associates Architects and Jodoin Lamarre
Pratte Architectes Inc. (design prime team
members and architects); Stephenson Engineering Inc. and Read Jones Christoffersen
Ltd. (structural consultant); H.H. Angus &
Associates Limited Consulting Engineers
and Smith+Andersen (mechanical consul-
tant); Mulvey & Banani International Inc.
and Smith+Andersen (electrical and ICAT
systems consultant).
Early works on the project, including the
construction of the new parking garage,
began in summer 2021. Hospital construction
is currently estimated to begin in 2025.
BROADWAY SUBWAY EXTENSION
THE FIRST OF TWO tunnel-boring machines
(TBMs) that began excavating for the Broadway Subway Extension project last fall broke
through to the future Mount Pleasant Station
on the evening of January 23, 2023.
Named Elsie, after notable B.C.-born
aircraft designer Elizabeth (Elsie) MacGill,
the custom-built 150-metre-long machine
bored a six-metre-wide hole in the station’s
east wall.
The project will extend the Millennium
Line 5.7 kilometres from VCC-Clark Station
to West Broadway and Arbutus Street.
“Our team will now focus on ensuring
that subsequent TBM breakthroughs are executed safely and timely in the coming year,
while progressing other important activities

along the alignment such as the excavation
and concrete works at the stations, and the
completion of the elevated guideway,” said
Acciona project director, Javier Sanz Mugica.
“This first and important milestone for our
tunnels is the result of hard teamwork at all
levels within our organization,” said Ghella
deputy project director, Andrea Calì. “We are
extremely proud to share this achievement
with our client, our stakeholders, and the
local community.”
Progress continues to be made on the
project. The second TBM, named Phyllis after
well-known B.C. naturalist and mountain
climber Phyllis Munday, began excavating
on Nov. 29, 2022. Phyllis is expected to arrive
at Mount Pleasant Station this spring.
