The Shape of Infrastructure
WITH THE RECENT APPOINTMENT of the 11-member Canadian Infrastructure
Council, Canada’s first-ever National Infrastructure Assessment is taking
shape; and with it, long-term infrastructure planning and decision-making,
along with research and analysis are being touted as the way to make
informed investments.
In terms of large infrastructure investments, our 2025 Top100 Projects
Report brings good news, as for the first time, the report has topped the
$300-million mark.
The milestone was achieved with the report’s 19th edition. To put that in
perspective, it took 12 years for the report to reach $200 billion in total
project value.
For 2025, 15 new projects—worth $22 billion—were added, including six
healthcare projects, three energy projects and a pair of water/wastewater
projects. Half of the new hospital projects are in Ontario: the Weeneebayko
Area Health Authority Redevelopment, CAMH’s Phase 1D Redevelopment, and
the Toronto Western Hospital Patient Tower. Also new to the list are the Red
Deer Regional Hospital Expansion, the new Prince Albert Victoria Hospital,
and St. Paul’s Hospital’s Clinical Support and Research Centre.
In terms of geographical distribution, five new projects hail from Ontario,
three from B.C., with two projects each from Alberta, Saskatchewan and
Quebec. And new in 2025 is a project from New Brunswick—the $600-million
Atlantic Science Enterprise Centre.
Overall, the transit sector again leads the Top100 Projects Report with
nearly one quarter (24) of the projects, valued at $121 billion, followed
by the buildings sector (34 projects, $61 billion), the energy sector (nine
projects, $47 billion), the transportation sector (18 projects, $35 billion),
and the water-wastewater, communications, and remediation sectors (15
projects, $36 billion).
The size of the projects continues to grow, as 2025 saw 73 of the 100
projects come in at a value of $1 billion or more. Sixteen projects are valued
at $5 billion or more.
